Cleaning services for the Guadalquivir River Basin Authority’s Seville offices and archives

The contract seeks a provider for cleaning the Guadalquivir River Basin Authority’s offices in Sectors II and III at Plaza de España in Seville and its archive premises on Elche Street. Sector II comprises four floors with approximately 6,224 m²; Sector III includes two floors and an archive measuring 965.81 m² and 85 m², and the separate archive has several rooms. The service also includes supplying toilet paper, hand towels and soap; disinfection, rodent control and pest control; installing and maintaining bacteriostatic dispensers; providing sanitary-waste containers; and managing waste separation and recycling, including supplying containers for batteries, printer cartridges and toner. The contractor must submit monthly reports on completed work and progress against monthly, quarterly and half-yearly schedules. The contract runs for 24 months, with an option to extend it by a further 24 months. The estimated tender budget is EUR 575,240.05 including 21% VAT. The procurement is not divided into lots. Offers must be submitted electronically under an open procedure. Qualitative criteria account for 40% of the assessment and automatically scored criteria for 60%; price is worth up to 75 points and an offer of up to 50 additional work hours is worth up to 25 points. The qualitative plan is assessed on cleaning activities and frequency, materials and protective equipment, staffing and schedules, and service mobilisation, monitoring and coordination. The successful tenderer must take account of the transfer of the existing workforce: the listed staff comprises nine people, including cleaners and a team supervisor. Staff pay must comply with the applicable sector collective agreement, and the contractor must maintain legally required insurance.
