Dynamic Purchasing System for IT Supplies and Services by Lots
Summary
HUNOSA is establishing a two-year dynamic purchasing system for needs-based IT supplies and services divided into four lots: IT hardware; IT software and platforms; cybersecurity and IT consultancy; and digital identity and trust services. The hardware lot includes items such as computers, servers, network equipment and peripherals, together with installation, maintenance and support. The software lot covers licences, cloud and other technology platforms, and implementation, integration, upgrades and support. The third lot includes information-security consulting, audits, risk and vulnerability assessments, compliance and certification support. The fourth covers digital certificates, public key infrastructure and identity management, authentication, domain names and related services. A company may apply to join one or more lots. Admitted suppliers will be invited to compete for specific contracts in their lot; each invitation will set out the precise requirement, budget and timetable. Price is the only award criterion for specific contracts. The estimated total value is €250,000 excluding VAT (€302,500 including VAT). The two-year ceilings excluding VAT are €20,000, €150,000, €40,000 and €40,000 for Lots 1–4 respectively. HUNOSA is not required to spend the full amount. Applicants must demonstrate the required turnover and at least three similar contracts or supplies in the last three years, and provide the required company, representation and insurance documents. Applications must be submitted electronically in Spanish. The deadline for the first admission round was 5 August 2026 at 14:00; new applications may be submitted during the system’s term until 5 August 2028 at 14:00.
