Electric generators

Summary

The procurement is divided into six lots for electric generators: portable 6 kW and 10 kW units, and mobile 20 kW, 50 kW, 100 kW and 200 kW generators supplied with trailers. The generators must be new, ready for use and suitable for Lithuania’s climate (−30 to +40 °C). The trailer-mounted units must have an enclosed design and be suitable for restoring power when the mains supply fails; their technical requirements include automatic starting and transfer between mains and generator power. The first two lots are portable generators; the remaining lots are mobile trailer-mounted units. The supplier must deliver the equipment to the location specified by the buyer, unload and test it, and provide user training for trailer-mounted generators. The offer must include a technical description and manufacturer documents demonstrating compliance with the requirements for the relevant lot. The warranty must generally be at least 24 months or 2,000 operating hours for the generator; spare parts must remain available for at least five years after the warranty period ends. Under Lot 2, five 10 kW generators must be delivered to Moldova on DDP terms; training and warranty obligations also apply there. The offer must remain valid for at least 180 days. The 2% bid guarantee is enforced as a contractual penalty only if a tenderer withdraws its offer while it is valid or the winning tenderer refuses to sign the contract. To qualify, the tenderer must demonstrate generator supply experience using its own resources during the previous three years—or since registration if registered later. Under one or more completed or ongoing contracts, the supply value for each lot bid must separately be at least EUR 98,467 for Lot 1, EUR 649,609 for Lot 2, EUR 405,493 for Lot 3, EUR 374,214 for Lot 4, EUR 1,432,902 for Lot 5, or EUR 1,085,955 for Lot 6, excluding VAT. The same contract may support experience claims for multiple lots, but each lot’s threshold must be met separately; the amounts are not added together.
