Framework agreement for mobile telecommunications services

Summary

This procurement seeks a framework agreement for mobile telecommunications services for organisations covered by, or voluntarily joining, the central purchasing system, across Hungary. Services include voice calls and related SMS and MMS, mobile data (GPRS, 2G where available, 4G and 5G), telemetry or Internet of Things SIM services, and bulk SMS. The estimated framework volume is 12,600,000 service-package months, and the agreement will be concluded with up to three suppliers. The framework lasts 42 months. The contracting authority may extend it once by six months and increase the framework volume by 30%. Bids must be submitted electronically through the Hungarian procurement system by 4 November 2026 at 14:00. The procedure and bid language are Hungarian. Price is the sole award criterion; bids are compared using the corrected total calculated from the price list. Bidders must submit all required forms, declarations and evidence, together with a detailed technical offer and price list. Prices must be offered for every price-list line except technical lines, and must be positive net amounts in Hungarian forints. The price caps are: basic plan HUF 715/month, calls to mobile or landline numbers HUF 10/minute, SMS HUF 13/message and excess data HUF 840/GB; enhanced plan HUF 2,650/month, calls HUF 7/minute, SMS beyond 50 free messages HUF 13/message and excess data HUF 600/GB; VIP plan HUF 5,750/month; IoT SIM plan with 100 MB HUF 600/month; bulk SMS up to 200 messages per month HUF 7,500/month. A bid containing a zero or negative price is invalid. No minimum economic-financial or technical-professional selection requirements are imposed, such as turnover, references or staffing requirements. Successful tenderers must declare that they are transparent organisations and, before signing the framework agreement, submit an audit report prepared by an auditor listed with the Supervisory Authority for Regulated Activities. The report must confirm that all information systems involved in service delivery meet the protection requirements for the ‘significant’ security class under Regulation 7/2024, irrespective of their assigned security class. A HUF 10,000,000 data-reporting guarantee is required during contract performance; no tender guarantee is required.
