Road Maintenance Framework Agreement

Summary

The tender covers the ongoing maintenance, upkeep, renovation and reconstruction of municipal roads in built-up and rural areas, cycle paths, pavements, stormwater drainage facilities, and associated structures and components in Győr. Work will be ordered through individual orders or consultations under a framework agreement; there is one lot and the agreement will be awarded to one contractor. The agreement runs for 24 months, may be extended once for up to 12 months, and its value may be increased through options by up to 30% in total. The annual framework ceiling is HUF 2 billion net. The notice estimates about 700 orders at 650 locations per year, including 200,000 m² of road surface, 3,500 m² of cycle paths, 30,000 m² of pavements, 25 structures, 5,000 m of stormwater drainage, 15 bus bays and 60,000 m² of pothole repairs. Exact tasks and quantities will depend on the contracting authority’s needs. The use of crushed serpentinite is prohibited. Bidders must demonstrate appropriate registration, financial standing, at least HUF 1.2 billion in relevant net revenue, the required roadworks experience and two specialists with the required professional qualifications. By contract signing, the successful bidder must have the specified machinery, four management-system certificates and a temporary storage site within Győr. The tender must include a HUF 10 million tender guarantee and a priced bill of quantities. Evaluation considers the total net tender price (weight 70), the relevant additional experience of each of two specialists (weight 10 each), and the engagement of up to three disadvantaged workers (weight 10). During the framework agreement, the contractor must be able to coordinate and carry out simultaneous orders and works; completed works are subject to a 12-month warranty.
