Impact Assessment Study

Summary

The procurement covers two separate lots of impact assessment research services under the “Alternative Investment Detector (AID2)” project. Lot 1 assesses the impact of social integration services for people experiencing homelessness in Vilnius; Lot 2 assesses services for people serving custodial sentences or released from prison. A tenderer may bid for one or both lots. The preliminary target groups comprise approximately 300 and 1,500 participants respectively. The work includes designing the study, preparing its methodology and research instruments, collecting and analysing data, submitting interim and final reports, and presenting the findings. The assessment must examine service needs, accessibility, suitability and effects on participants’ circumstances, using quantitative and qualitative methods and baseline and final assessments. Topics include daily living skills, housing, employment, access to services, social relationships and quality of life; Lot 2 also covers indicators of reoffending risk and cooperation between project partners. The research must protect confidentiality and personal data and follow ethical principles. The tender price must not exceed EUR 60,500 including VAT and other taxes for either lot; the budget limit for each lot is EUR 50,000 excluding VAT. The tenderer must provide experts with the required social-science education and research experience and submit the European Single Procurement Document with its tender. The final report must be agreed by 30 April 2029, and all services must be completed by 31 May 2029 at the latest.
