Compliance requirements
A bidder may be excluded if the bidder or a person authorised to represent, manage or control it has, within the previous five years or while an exclusion period remains in force, been convicted of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. Exclusion may also apply for failure to pay taxes or social security contributions, or where entering into the contract would breach an international or Estonian government sanction. For tax debts, the stated threshold is EUR 0; under Estonian rules, a tax debt below EUR 100 or a debt whose payment has been deferred is treated as specified in the tender-pass information. Where applicable, the bidder may provide evidence of measures taken to restore its reliability.
