Compliance requirements
The contracting authority will exclude tenderers whose company is registered in a country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has a reciprocal free trade agreement covering public procurement. Tenderers must state their country of origin, defined as the country in which the company is registered.
Qualification criteria and exclusion grounds
The tenderer’s annual sales revenue must be at least EUR 2,000,000 in each of the last three completed financial years: 2025, 2024 and 2023. Tenderers established outside Estonia may be asked to provide signed financial statements or equivalent evidence.
The tenderer must have delivered at least one hybrid label printing press to a customer within the 48 months preceding publication of the contract notice. The reference must state the customer’s name and contact details, briefly describe the equipment and give the acceptance date by month and year.
For a joint tender, the tenderers must appoint an authorized representative from among themselves and provide the power of attorney. The tenderer must confirm acceptance of all procurement-document conditions; conditional tenders are not permitted. The price must follow the specified structure. The tender must include a comprehensive price offer or bill of quantities showing the proposed solution and pricing structure, the completed Annex 1 technical requirements form, and relevant technical specifications. Where equivalence is relied upon, it must be explained and supported with evidence.
The tenderer must identify any information claimed as a trade secret and justify that classification. The total and partial prices, and other indicators used to evaluate a supply tender, may not be classified as trade secrets.
The tenderer must accept the payment and contractual penalty provisions in section 2.2 of the procurement document. For technical issues, it must respond to a fault notice within one working day, including remote diagnostics where needed. During the warranty period, if required, an on-site technician must reach the buyer’s production premises within three working days. These response obligations apply Monday to Friday, 08:00–16:00 Estonian time, excluding public holidays; for notices received outside those hours, the response period starts at 08:00 on the next working day.
The offered warranty must be at least 12 months from acceptance, remain valid without an additional service agreement and not depend on the machine’s operating hours or number of shifts. The warranty must be included in the total tender price.
