Compliance requirements
A bidder may be excluded if, within the last five years or while an exclusion period remains in force, the bidder or a member of its administrative, management or supervisory body, or a person authorised to represent, make decisions for or control it, has been finally convicted of participating in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or another form of human trafficking. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.
A bidder may also be excluded for unpaid taxes or social security contributions in its country of establishment or in the contracting authority’s country. The notice specifies a threshold of EUR 0; under the stated tax rules, a tax-debt certificate is not issued for debt below EUR 100, excluding interest not established by an administrative act, or where payment has been deferred. A bidder may explain that its obligations have been fulfilled or that a binding payment arrangement has been made.
A bidder may be excluded if awarding the contract to it would breach an international or Estonian government-imposed sanction. The bidder must confirm whether this ground applies; further evidence may be requested if there is reasonable doubt.
Qualification criteria and exclusion grounds
The bidder must meet these qualification and compliance requirements:
- Average annual turnover of at least EUR 350,000 for the period 1 January 2023 to 31 December 2026.
- Provide a list of at least three completed service contracts from the last three years for sites with a closed net floor area of at least 7,500 m² each. The list must state each site’s total area, the contract date and the other contracting party’s name and contact details.
- Describe how the site will be serviced, including the number of cleaning staff, the time allocated to cleaning the whole site and its different zones, the standard or quality assurance measures, and the equipment and cleaning materials to be used.
- Appoint a supervisor for the contract who holds the level 4 Cleaning Supervisor vocational qualification. Provide the supervisor’s name, contact details, experience and qualification.
- Before the service begins, train the staff who will provide it on environmental impacts, including the correct dilution and dosing of cleaning products, wastewater disposal and waste sorting. After training, provide evidence stating the date, trainer, participants and topics.
- Establish a monitoring procedure for the contract and record the stated indicators for at least one full working day at least every four months. Records must cover cleaning-product quantities and EU Ecolabel status and dilution, cleaning materials and their reusability, water use and disposal, and the quantity and sorting of solid waste. Use products according to their instructions; where possible, use EU Ecolabel or equivalent Type I ecolabel products; minimise disposable cleaning materials, optimise water use, reduce solid waste and sort waste. These monitoring and procedure requirements do not apply if the bidder has an ISO 14001-certified or EMAS-registered environmental management system, or an ecolabel for indoor cleaning services whose criteria include reporting and environmental impact reduction objectives. In that case, provide evidence of the relevant system or ecolabel.
- All cleaning products must meet EU Ecolabel criteria 1 (toxicity to aquatic organisms) and 4 (restricted and prohibited substances) for hard-surface cleaners. Provide a list of the products to be used and supporting evidence. For EU Ecolabel products, provide the ecolabel certificate; for products without that label, provide a conformity audit by a conformity assessment body or independent auditor.
- By submitting a bid, the bidder confirms acceptance of all procurement-document conditions. Conditional bids are not permitted.
