Compliance requirements
The tender documents require declarations regarding exclusion grounds. These cover convictions within the previous five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking offences; unpaid taxes or social security contributions; insolvency, bankruptcy, liquidation, comparable proceedings or suspended business activity; serious professional misconduct; anti-competitive agreements; conflicts of interest; involvement in preparing the procurement; and serious or repeated breaches of previous contracts. They also cover false or misleading information, failure to provide requested information or documents, improper attempts to influence the procurement or obtain confidential information, breaches of environmental, social or labour obligations, enabling the unlawful employment of foreign nationals, international sanctions, and convictions for tax offences. Tax or contribution arrears may be addressed by payment or a binding repayment arrangement. In Estonia, a tax-debt certificate is not issued where the relevant debt is below EUR 100 or payment has been deferred. Where permitted, the supplier may provide evidence of measures taken to restore its reliability.

Joint bidders must appoint an authorised representative and include their authorisation.

A warranty of at least 2 years from delivery must cover repairs and a replacement product during repairs, without additional charges. Spare parts or functionally equivalent components must be available for at least 2 years after delivery. The goods must not be subject to international sanctions or originate from sanctioned territories.
