Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The contracting authority will exclude a bidder if the bidder or a person authorised to represent, manage or control it has been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism-related offences, money laundering or terrorist financing; offences involving the illegal employment of foreign nationals or violations of their employment conditions, including underpayment; or unlawful child labour or human trafficking. Exclusion also applies where the bidder has outstanding state tax, payment or environmental-charge debts, or tax or social-security contribution debts under the law of its country of establishment, or where awarding the contract would breach an international or Estonian government sanction. The bidder must confirm that none of these grounds applies.

Qualification criteria and exclusion grounds

The bidder must be entered in the commercial register of its country of establishment where registration is required by that country's law. A bidder established in Estonia does not need to submit a copy of its registry record. The bidder and/or its subcontractor must provide at least three qualified workers for work at height, each holding a valid GWO, IRATA or equivalent certificate issued by an accredited body in Estonia or the European Union. The bidder must submit the responsible specialists list using the prescribed form and copies of documents proving their qualifications and competence. For qualifications obtained abroad, the supporting document must be submitted with the tender; any recognition or notification required under Estonian law must be completed before the relevant work begins. If the bidder relies on another entity's resources, including its specialists, that entity must be identified and the applicable statutory conditions must be met. The tender must accept all conditions in the procurement documents; conditional tenders are not permitted. Prices must follow the structure in the evaluation and priceable items worksheet, and the completed tender form must include all yellow-highlighted fields without deleting rows. The bidder must identify and justify any information claimed as a trade secret; prices and other specified evaluation-related figures or indicators may not be treated as trade secrets. The bidder must disclose known circumstances that could cause a conflict of interest or distort competition, including relevant involvement in preparing the procurement or links with the contracting authority. If such circumstances exist, the bidder must provide a free-form description identifying the person concerned, the nature of the connection and the information received or other relevant facts.
