Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder may be excluded for relevant final convictions involving participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. Other grounds include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements, court- or liquidator-managed assets, suspended business activity or a similar situation; serious professional misconduct; agreements with other businesses to distort competition; an unmanageable conflict of interest; involvement in preparing this procurement where an resulting competitive advantage cannot otherwise be prevented; and serious or repeated breach of a previous public contract resulting in early termination, damages, a price reduction or a penalty. Exclusion may also follow from false or misleading information, failure to provide required information or requested supporting documents, or attempts to improperly influence the procurement or obtain confidential information. National grounds include enabling a foreign national to work without a legal basis or in breach of employment conditions, including paying below the statutory rate; being subject to an applicable international or Estonian sanctions restriction; conviction for tax offences; a local tax debt where the tender documents provide for exclusion; and lack of a right to submit a bid under any applicable participation restriction. Where the law permits, a bidder may submit evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The individual providing the internal audit service and signing the report must hold at least one of these qualifications: Certified Internal Auditor or Public Sector Internal Auditor. Each team member who will actually perform the work must have at least two years of internal audit service experience within the last two years. Submit a CV for each team member using the form in Annex 6, with details of the services performed, client, contract or service description, and period. Experience gained while employed as an internal auditor at an organisation also counts; in that case, a service list is not required. Include information sufficient to assess compliance, including references to professional certificates. The bid must include the prescribed bid form and price information in the required structure, including the form in Annex 3. If the signatory is not the bidder’s statutory representative, submit the power of attorney in Annex 4, digitally signed by the statutory representative. Joint bidders must appoint an authorised representative and submit the authorisation in Annex 5. Submit a digitally signed service description and activity plan covering the methodology and a plan for each year, with planned effort and a calendar-month schedule. The internal auditor and each audit team member must provide a signed confirmation of independence from the audited entity and confidentiality. The bidder must confirm that more than 50% of its ownership is not held directly or indirectly by Russian nationals, Russian residents or entities established in Russia, and that it is not acting as a representative of, or on the instructions of, such persons or entities, including an entity more than 50% owned by them. The bidder must also confirm that it will not use subcontractors, suppliers or supporting entities in the performance of more than 10% of the contract value if they fall within the specified Russian ownership, establishment or representation categories. The buyer may request supporting ownership, beneficial ownership, identity, registration and contract-share information. No specific scoring or award criteria were stated in the provided documents.
