Qualification criteria and exclusion grounds
The bidder’s net turnover must have been at least EUR 4,000,000 in each of the last two financial years completed by the start of the procurement. If the bidder has operated for less than two completed financial years, the threshold applies to each completed year. Where the required information cannot be provided for a valid reason, equivalent evidence of the required turnover may be submitted.
The bidder must have completed, as main contractor, at least two similar construction contracts during the 60 months preceding the start of the procurement. Each reference must concern the construction, reconstruction or extension of a building, part of a building or building complex with at least 800 m² of enclosed net floor area, in a qualifying public, educational, commercial or office use. The works must have included the structural frame and external envelope, interior works, a new central heat-recovery ventilation system, a new heating system, a new electrical system and new low-voltage systems, including fire detection and fire safety automation. The client must have accepted the works within the relevant period. The bidder must provide reference details, including the client, contact details, scope, floor area and handover date; supporting client confirmation or other evidence may be requested.
The construction quality management system must meet at least ISO 9001 or an equivalent standard, and the environmental management system must meet at least ISO 14001 or an equivalent standard, including EMAS. The bidder must provide the required declarations and certificate details; copies of valid certificates or equivalent evidence may be requested. For joint bids or reliance on another entity, the relevant system must be held by the entity that directly performs the construction works.
The bidder must appoint a responsible project manager with at least an EQF level 6 qualification in the specified building construction or general construction management fields, at least five years of construction experience, and experience as main contractor’s project manager within the preceding 60 months on an accepted project involving construction or reconstruction of a qualifying building of at least 800 m².
A responsible design specialist must hold at least an EQF level 7 qualification in building design or architecture and must have led, within the preceding 60 months, the preparation of an accepted main or working design for construction or reconstruction of a qualifying building of at least 800 m². The specialist is responsible for ensuring that the working design is prepared and signed by appropriately qualified discipline specialists and meets the procurement brief.
The architectural design team must include a responsible architectural specialist holding a valid architect qualification at EQF level 7 or equivalent. This may be the same person as the responsible design specialist if both sets of requirements are met. The bidder must also appoint a site manager with at least an EQF level 6 qualification, at least five years of construction experience and relevant accepted-project experience within the preceding 60 months on a qualifying building of at least 800 m². The site manager must be continuously present at the site during construction and manage the works, safety and construction records.
The bidder must submit the specified signed forms and details for the project manager, design specialist and site manager, including qualifications and reference projects. For foreign qualifications, submit a copy of the competent authority’s document with an Estonian translation demonstrating equivalence at the required EQF level. The architectural specialist’s name, qualification number and awarding body must be provided no later than the start of contract performance, and the specialist must remain available throughout performance.
The offer must comply with the tender documents and be unconditional. The price must follow the prescribed structure and be submitted using the required price form in euros, both excluding and including VAT, to two decimal places. Where the form and the electronic price sheet differ, the form’s total price excluding VAT prevails. The bidder must visit the contract performance site as required by the tender documents and provide objective evidence where equivalence to a specified standard or other requirement is claimed. Joint bidders must appoint an authorised representative and submit a power of attorney; they are jointly and severally liable. The successful bidder must provide known subcontractor details before contract signature and details of any subcontractors added during performance. The bidder must also identify and justify any trade secrets; price information and evaluation-related figures may not be designated as trade secrets. No award-scoring details were available in the provided documents.
