Qualification criteria and exclusion grounds
The bidder must provide a responsible specialist for performing the contract. The designer must be at least a Level 7 authorised water supply and sewerage engineer and must have participated, during the past five years, in designing at least two projects involving sewer pipelines with an internal diameter of at least 1,000 mm and a length of at least 100 m. The bidder must provide the specialist’s details and professional qualifications, and for each qualifying project state its name, design date, pipeline internal diameter and length, and the specialist’s role. If the specialist obtained the relevant qualification abroad, evidence of its recognition in Estonia must be provided where legally required.
Where bidders submit a joint tender, they must appoint an authorised representative and include the consortium members’ power of attorney with the tender. The bidder must confirm that its tender complies with the procurement documents; conditional tenders are not permitted. The price must follow the specified structure, and the completed price form in Annex 3 must be submitted.
