Qualification criteria and exclusion grounds
The selected document does not state specific bidder qualification or selection criteria. It does set out offer compliance requirements:
- Identify the offered booth by manufacturer and model, and submit the completed compliance table and product identification form.
- Provide model-specific technical documentation or other verifiable evidence showing compliance with the technical specification, including evidence on acoustic performance, ventilation airflow and noise levels, and applicable safety and conformity documents. The evidence must be traceable to the offered model. Documents must be in Estonian or English; documents in other languages must be accompanied by a translation into one of those languages. A website link alone is not sufficient where compliance cannot be verified from it.
- The booth must have a warranty of at least 24 months from signing of the handover and acceptance certificate. Warranty repairs must be free of charge, including labour, transport and spare parts. The bidder must state the warranty period and describe maintenance arrangements and spare-parts availability.
- Submit the price in the prescribed structure and state the total price excluding VAT in the product identification form. Conditional offers are not permitted, and the bidder must confirm that the offer complies with the tender documents.
- If submitting a joint offer, register the joint tenderers and provide their authorisation using the prescribed form. Any claimed trade secrets must be identified and justified; the price and other specified evaluation-related figures may not be classified as trade secrets.
- References to standards, brands or other specified technical solutions are understood to allow equivalent solutions. Where relevant, explain equivalence and provide supporting evidence.
The selected document does not state an award criterion; check the official tender documents for any further requirements.
