Qualification criteria and exclusion grounds
The tenderer’s sales revenue must have been at least EUR 200,000 in each of the last two financial years. Copies of the financial statements or balance sheets for those two years must be submitted as evidence.
The tenderer must provide evidence of the references required under clauses 12.2–12.4 of the procurement documents. The contracts may have started earlier, but must have been completed within the five years preceding the tender process. Reference projects must be submitted using Form 2 and cover experience in mineral resource estimation and reporting, geostatistical modelling, uncertainty assessment and resource reporting, and team-lead experience.
The tenderer must submit an application to participate using Form 1 and a technical proposal describing its understanding of the assignment and its general approach to handover and completion of the previous work, including assumptions, dependencies, possible deviations and risks. The proposal must also describe the methodology for model implementation, testing, validation, uncertainty assessment, classification, reproducibility and final reporting. The tender must include the project team’s roles and availability, team members’ CVs, and confirmation of the team lead.
The work plan must cover all deliverables and provide for their completion within three calendar months of the contract’s effective date. It must set out the activities, responsibilities and review points. All deliverables and software documentation must be provided in English.
The tender must state a fixed total price both excluding and including applicable taxes, broken down by deliverable, and list all expenses included. The tenderer must confirm that the tender complies with the procurement documents and provide explanations and evidence of equivalence where needed. For a joint tender, an authorisation for the joint tenderers must be submitted. The tenderer must identify and justify any information claimed as a trade secret; the tender price and figures used to assess the tender against award criteria may not be treated as trade secrets.
The tenderer must agree to transfer the rights needed for the contracting authority to use, modify and further develop all deliverables created specifically for the assignment without restriction. Any pre-existing or third-party materials must be identified in the proposal together with their licence terms and dependencies. The contracting authority must receive a perpetual, worldwide, irrevocable and royalty-free licence to use and further develop those components, as well as the source code for project-specific software and sufficient access to source materials. Undisclosed licence fees, access restrictions and technical lock-in will not be accepted.
Before receiving documents for the later procurement phases, the successful tenderer must have a valid unilateral or multilateral non-disclosure agreement with the contracting authority or be ready to sign one. The available information does not specify award criteria or their scoring.
