Replacement of the Automatic Fire Alarm System at Ülemiste Water Treatment Plant

The contracting authority will exclude a bidder if any mandatory exclusion ground under § 95(1) of the Estonian Public Procurement Act applies. The authority may also exclude a bidder that has seriously or repeatedly breached an essential term of a previous public contract, resulting in termination, withdrawal, a price reduction, compensation or a contractual penalty. The bidder must confirm that it does not involve subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation, entities more than 50% directly or indirectly owned by such persons or entities, or persons acting as their representatives or under their instructions. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. The required confirmations must be provided with the tender.

The bidder’s average net turnover over the last three completed financial years before the start of the procurement must be at least EUR 500,000. During the 60 months preceding the start of the procurement, the bidder must have properly performed at least two contracts involving similar work. Similar work means installing a new low-voltage system in a building or building complex with more than 3,000 m² of enclosed net floor area. For each reference contract, the bidder must provide the contract dates, a short description of the work and the other party’s details, including the client’s name, email address and telephone number; for a public contract, the procurement reference number must also be provided. The work team must include at least two security systems technicians who personally participate in contract performance and have completed fire alarm system installation and commissioning training and hold the relevant certificates. The technicians’ certificates must be submitted. The bidder must comply with the procurement documents and explain and document any proposed equivalent solution where required. A joint tender must include a power of attorney appointing an authorised representative. If the bidder relies on another undertaking’s resources, the required consent from that undertaking must be submitted. The bidder must have signed the confidentiality agreement with the contracting authority and must have visited the contract performance site at Järvevana tee 3, Tallinn, at the time designated by the contracting authority. The tender price must be submitted in the prescribed structure, be final and cover all costs related to contract performance.
