Compliance requirements
Exclusion grounds include final convictions within the preceding five years, or an exclusion period still in force, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. The tenderer may describe remedial measures taken to demonstrate reliability where the law permits this; the stated procedure for submitting evidence applies to procurements above the international threshold.
A tenderer may also be excluded for unpaid taxes or social security contributions. The notice states a threshold of EUR 0 and notes that, under Estonian rules, a tax-debt certificate is not issued where the debt is below EUR 100 or payment has been deferred; foreign tenderers are assessed under the rules of their country of establishment. Other grounds include enabling a foreign national residing unlawfully to work, or breaching the conditions for employing a foreign national in Estonia, and being subject to an international sanction.
Qualification criteria and exclusion grounds
The tenderer must have completed at least two contracts during the 60 months preceding the start of the procurement for preparing a development plan or development strategy for a local authority or a region (a county or part of one). Plans for specific fields such as heating or energy do not qualify. The tenderer must describe the contracts, including their value, dates, client and contact details, and its role.
The project manager/responsible person must have led at least two processes for preparing public-sector development documents during the same 60-month period. Provide a list stating the client and contact person, document title, service period to the nearest month, and the responsible person’s role.
The tenderer must submit its proposed approach to preparing the documents, including its view of the key aspects and stages of preparing the development plan, its methodology, and a preliminary timetable. The bid must accept all tender-document requirements; conditional bids are not permitted. The price must follow the structure specified in the pricing schedule. Any information claimed as a trade secret must be identified and the claim justified; the price and other specified figures used to evaluate service bids cannot be declared trade secrets.
