Compliance requirements
The bidder must declare whether it or its relevant representatives have been convicted within the past five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking. The bidder must also declare whether it or relevant representatives have enabled unlawful employment of a foreign national, or been convicted of tax offences.
Exclusion may also apply for unpaid taxes or social-security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, an analogous situation, an arrangement with creditors, assets administered by a liquidator or court, or suspended business activity; serious professional misconduct; agreements or conduct that distort competition; an unmanageable conflict of interest; involvement in preparing the procurement where an advantage cannot otherwise be neutralised; or significant or persistent breaches of previous contracts resulting in early termination, damages, price reductions or comparable penalties. Grounds also include false or misleading information, failure to provide required information or supplementary documents, or attempts to obtain confidential information or improperly influence the procurement decision. A tax or social-security debt below EUR 100, excluding interest not determined by an administrative act, or a debt whose payment has been rescheduled, is treated as described in the tender document.
The bidder must confirm that entering into the contract would not breach an international or Estonian Government sanction. Where a ground exists, evidence of measures taken to restore reliability may be provided where permitted by law or the tender documents.
Qualification criteria and exclusion grounds
The bidder must name at least three team members and provide coverage for all five required roles: project manager, business analyst, systems analyst, financial accounting expert and architect. One person may cover no more than two roles, and only if they meet the requirements for both. The named team members are expected to perform the work; replacing a member requires the contracting authority’s prior consent and a replacement who meets the requirements.
A joint team CV must be submitted in Estonian and demonstrate that the team collectively meets every stated competency, platform and tool requirement. It must identify each person by name, date of birth and role, and provide the required education and experience details. Any required higher education must be completed, with the year of graduation stated. Experience must be evidenced with calendar-month dates; overlapping project experience cannot be added together. Projects must be for an external client, completed to the required extent and accepted by the client by the tender submission deadline. For each project, provide its name and description, dates, client organisation and contact person; include the procurement reference number where applicable. The authority may verify the information with the client.
For each of the five roles, the named member must have at least 24 calendar months of relevant work experience during the 60 months immediately preceding the start of the procurement, and must have participated in at least two relevant projects, each lasting at least three months. At least one such project must have been completed and accepted by the client by the tender submission deadline. Specifically:
- The project manager must have worked as a project manager on at least two analysis or information-system development projects.
- The business analyst must have worked as a business analyst on at least two projects involving business-process mapping and description of future (TO-BE) processes.
- The systems analyst must have worked as a systems analyst on at least two information-system analysis or development projects involving the description of system requirements and integrations with other information systems.
- The financial accounting expert must have participated in at least two projects involving analysis, comparison, selection or implementation of financial-accounting business processes or ERP software, including general-ledger and subledger functionality. At least one project must have been for a public-sector organisation. The 24 months of relevant experience must be in financial accounting or business software.
- The architect must have participated in at least two projects involving the preparation of an information-system or target-architecture description and assessment of compliance with non-functional requirements.
The bidder must also submit a project plan and description of the analysis methodology in a free-form document. Their detailed requirements are set out in the separate Evaluation Methodology document. The offer must follow the prescribed price-structure format and remain valid for at least four months. The bidder must confirm compliance with the procurement documents; conditional offers are not permitted. Where equivalence is relied upon, it must be explained and supported with evidence in the offer. For a joint offer, the bidders must appoint an authorised representative and include the power of attorney. The bidder must identify any claimed trade secrets and explain why they qualify; prices and specified evaluation-related numerical information may not be designated as trade secrets. The bidder must provide contract-signatory and contract-performance contact details, and identify any representatives who cannot be verified from the relevant business-register extract, or confirm that there are none. The bidder must make the required confirmations concerning its place of establishment and applicable sanctions, including restrictions concerning subcontractors and suppliers.
The specific award-scoring details are not included in the supplied document text and should be checked in the official tender documents.
