Summary

The Estonian State Forest Management Centre is procuring forest planting services for 2027 under framework agreements. The work is divided into 12 regional lots: Lääne-Järvamaa/Ida-Raplamaa, Põhja-Viljandimaa, Läänemaa, Lõuna-Viljandimaa, Edela Järvamaa, Loode Järvamaa, Lääne Ida-Virumaa, Põhja-Valgamaa, Lõuna-Põlvamaa, Põhja-Võrumaa, Lõuna-Võrumaa and Lääne-Võrumaa. Each planting volume unit represents 21,000 plants.

Compliance requirements

The bidder confirms that neither it nor its representatives have, during the past five years, been convicted on grounds requiring exclusion for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, terrorist financing, unlawful use of child labour or human trafficking. Grounds for exclusion may also include unpaid taxes or social security contributions; breaches of environmental, social or labour-law obligations; bankruptcy or other insolvency, liquidation or suspension of business; serious professional misconduct; agreements distorting competition; an unavoidable conflict of interest; or involvement in preparing the procurement in a way that gives an unjustified advantage. Other grounds include significant or repeated breach of a previous public contract, submission of false information or failure to provide required information or documents, improper influence over the contracting authority’s decisions, or obtaining confidential information. Exclusion may also apply for offences involving the employment of a foreign national staying in Estonia without a legal basis, breach of international or Estonian sanctions, or a tax offence committed by the bidder or its legal representative. For tax or social security arrears, the notice explains that a tax-debt certificate is not issued where the debt is below EUR 100 or payment has been rescheduled. Where applicable, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder’s net turnover for the last three financial years completed by the start of the procurement must be at least EUR 3,000 for each offered volume unit, equivalent to planting 21,000 plants. If the bidder has been operating for a shorter period, its turnover since establishment or commencement of business must be at least EUR 3,000 for each offered volume unit. When bids cover multiple volume units and/or lots, the required turnover amounts are added together. If the bidder’s total turnover does not meet the combined requirement, it will not qualify for any of the volumes or lots it has offered. If the turnover information is not freely available to the contracting authority in public databases, the authority may request additional information and documents to verify it. For each lot bid for, the bidder must offer at least one volume unit, or 21,000 plants, and state the number of volume units offered. The maximum volumes for lots 1–12 are 9, 17, 8, 9, 15, 15, 14, 8, 2, 2, 21 and 11 units, respectively. Joint bidders must provide an authorisation appointing their representative. By submitting a bid, the bidder confirms compliance with the procurement documents; conditional bids are not permitted. Where relevant, the bidder must explain equivalence and provide supporting evidence. The service provider must follow RMK’s forestry environmental requirements, personal protective equipment instructions and other relevant RMK guidelines. The bid must identify any information claimed as a trade secret and give reasons; bid prices and figures used in evaluation may not be classified as trade secrets.
