Compliance requirements
A bidder is excluded if, during the previous 12 months, it has materially breached a procurement contract with the contracting authority or is involved in a dispute with the authority concerning an alleged material breach during that period. The statutory exclusion grounds under § 95(1) of Estonia’s Public Procurement Act must also not apply to the bidder.
The bidder must be legally entitled to conduct insurance business in Estonia in the insurance classes covered by the contract. It must also confirm that it accepts all terms in the contract notice and procurement documents by submitting the prescribed confirmation.
