Summary

The procurement covers the installation and commissioning at Tartu substation of a grounding auxiliary transformer with an integrated arc suppression coil. During the 60 months preceding the start of the procurement, the bidder must have properly completed at least three similar electrical construction contracts, at least one of which was worth EUR 40,000 or more excluding VAT. The bidder must also have a qualified electrical works manager and a person with valid rights responsible for the work operation; both must be registered in the EPP environment before tenders are opened. The tender must include the completed price table with every unit-price field filled in, confirmation of compliance with the tender documents, evidence of the signatory's authority to represent the bidder, and the contact details of the person responsible for contract matters. Materials, equipment and goods originating in Russia or Belarus may not be used in the works. Companies established in Russia or Belarus may not participate.

Compliance requirements

The bidder must confirm that neither it nor its relevant representatives have been convicted of participation in a criminal organisation, breach of integrity obligations or corruption, fraud, terrorism-related offences, money laundering or terrorist financing, unlawful employment of foreign nationals, or offences involving child labour or human trafficking. The bidder must also have no outstanding national tax, duty or environmental charge debts, or tax or social security contribution debts under the law of its country of establishment. The contracting authority may also exclude a bidder that has seriously or persistently breached a material term of a previous public contract, resulting in termination, withdrawal, a price reduction, compensation or a contractual penalty, or that has provided false information about meeting qualification requirements or failed to provide requested information or documents. The bidder must confirm that none of these grounds for exclusion applies.

Qualification criteria and exclusion grounds

The bidder must have properly completed at least three contracts for electrical construction works similar to the subject of this procurement during the 60 months preceding the start of the procurement. At least one contract must have a value of at least EUR 40,000 excluding VAT. The bidder must submit a list stating the performance period and information about the other contracting parties, including the client's representative's telephone number and email address; for public contracts, include the procurement reference numbers. Evidence of proper performance must be provided on request unless the contracting authority can obtain it from databases without significant expense. The bidder must have an electrical works manager with valid A competence and/or a qualification of at least level 6 under the Professions Act. The person must hold the relevant evidence by the tender submission deadline and be registered in the EPP environment before tenders are opened. The bidder must also have a person appointed as responsible for the work operation (C-person), with valid rights, registered in the EPP environment before tenders are opened.
