Anaesthesia Machines

Summary

The procurement is for a framework agreement to purchase, install and commission two new anaesthesia machines for Tartu University Hospital. The devices must have a 24-month warranty. Compliance requirements

The bidder must declare whether it or its representatives have relevant final convictions within the previous five years, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Other grounds include unpaid taxes or social security contributions; insolvency, bankruptcy, liquidation or suspended business activity; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing this procurement that cannot otherwise be addressed; early termination or sanctions for serious breach of an earlier contract; false or misleading information, failure to provide required information or documents, or improper attempts to obtain confidential information; and breaches of environmental, social or labour obligations. National grounds also cover enabling the unlawful employment of a foreign national, being subject to applicable international sanctions, and relevant tax offences. The bidder may be asked to provide details and, where permitted, evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder must have at least one service engineer or technician employed by it or working for it under another contractual arrangement. This person must have received manufacturer training to maintain and repair both devices. Submit the manufacturer-issued training certificate or certificates with the bid, and confirm the requirement in the ESPD. The bidder must also meet the tender’s compliance requirements and submit: the completed technical proposal in the format of Annex 1; manufacturer-issued technical information and/or user manuals in Estonian or English that substantiate every item in the proposal; CE declarations of conformity for the offered devices; evidence of the right to sell the devices in Estonia, issued by the manufacturer or, where applicable, its authorised representative; a maintenance plan for the first three years after the warranty period, including a schedule, procedures and the time required for each service; and the participation application in the form provided. Joint bidders must appoint an authorised representative and submit the power of attorney. The bid must include the requested price components in the prescribed format.
