Improvement of stormwater systems in Püssi, Lüganuse municipality, and provision of design services

Summary

The procurement covers the design of improvements to the stormwater systems in central and southern Püssi, to address excess water problems mainly in residential areas. Compliance requirements

The tenderer must confirm that neither it nor its relevant management, supervisory or representative persons are subject to exclusion grounds arising from final convictions within the previous five years, or from an exclusion period that remains in force. The listed offences include participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking. Where the applicable rules allow it, the tenderer may provide evidence of measures taken to restore its reliability. Exclusion may also apply for outstanding tax or social security contribution obligations. Qualification criteria and exclusion grounds

The tenderer must demonstrate that its company has completed at least 2 similar contracts during the 36 months before the procurement began. Similar contracts must involve designing public water supply or sewerage pipelines, stormwater pipelines or drainage systems. At least one project must have included the design of at least 1,000 m of such pipelines or drainage systems, including drainage and/or outlet ditches. Provide details of the contracts, including their value, dates and the other contracting parties; the contracting authority may also consider service contracts completed more than 36 months earlier. The tenderer must appoint a design project manager who has at least Level 7 certification as a water supply and sewerage engineer. The project manager must be registered in the Register of Economic Activities as a responsible specialist in the relevant design activity for public water supply or sewerage, or work through a company holding the required registration and responsible specialist. During the previous 36 months, the project manager must have participated as a designer or design project manager in contracts for the construction and/or reconstruction of public water supply and sewerage systems, including at least one contract involving the design of at least 1,000 m of wastewater or stormwater sewerage pipelines or drainage pipelines, including drainage and/or outlet ditches. The project manager must have a good command of Estonian, spoken and written. The bid must comply with the tender documents; conditional bids are not permitted. Submit the price using the structure specified in the pricing and evaluation worksheet. Where there is a joint bid, include the joint bidders’ authorisation appointing a representative. Identify and justify any information claimed as a trade secret; the bid price and other specified evaluation figures may not be classified as trade secrets.
