The bidder and its relevant managers, supervisory board members, authorised representatives and other persons able to represent or control it must not be subject to applicable exclusion grounds. These include final convictions within the preceding five years, or an exclusion period that is still in force, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or other forms of human trafficking. Exclusion grounds also include unpaid taxes or social security contributions, enabling the employment of a foreign national staying in Estonia without a legal basis or in breach of employment conditions, and circumstances in which awarding the contract would breach an international or Estonian government sanction. Where legally permitted, the bidder may provide evidence of measures taken to restore its reliability.

The bidder must have properly completed at least one contract involving similar work during the 60 months preceding the start of the procurement. Similar work may include interior works, installation of doors or windows, roofing, or other comparable work. The bidder must list the contract or contracts in the ESPD and provide the procurement reference number if the work was procured publicly; otherwise, it must give the client’s name and contact details and the contract period and number. At the contracting authority’s request, the bidder must provide confirmation from the client that the work was properly completed. The bidder must submit an itemised price quotation showing the work and prices, in addition to entering the total price in the required structure. A bidder submitting jointly must provide an authorisation naming the joint bidders’ representative. If the person submitting the bid is not a registered authorised member of the bidder’s management board, an authorisation must be provided. The bidder must visit the site before submitting its bid and sign the site-visit record in the presence of the contracting authority’s representative. Conditional bids are not permitted, and submitting a bid confirms acceptance of the tender-document conditions.
