The bidder’s average annual net turnover over the last three financial years closed by the start of the procurement must be at least EUR 3,500,000. The average is calculated by adding the turnover for those three years and dividing by three. If the bidder has operated for less than three years, the average is calculated using the closed financial years in its period of operation. For a joint tender, the members’ individual averages are added together. The bidder must provide turnover information or, if it is unavailable from a register or the reporting deadline has not passed, other reliable evidence or a confirmation. During the 60 months before the tender submission deadline, the bidder or joint bidders must have properly completed at least two similar contracts involving a grid-connected energy solution in an industrial or comparable environment. Together, the references must demonstrate a BESS solution of at least 1 MW and 2 MWh of usable capacity, including PCS/BMS/EMS and grid integration, and a ground-mounted or industrial PV solution of at least 0.5 MWp. At least one reference must have been delivered as main contractor or system integrator. References may be combined across joint bidders, and one reference may demonstrate more than one required feature. Each reference must include the site name and location, client, contract dates, the bidder’s role, work description, relevant BESS/PV and control and grid-connection details, confirmation of proper completion, and a client contact or other verifiable evidence. The bidder must name a project manager with at least five years’ experience managing complex electrical or energy-facility projects and experience leading at least one complete grid-connected BESS/PV or comparable industrial energy-system project. A CV, experience description and confirmation of participation in contract delivery are required. The person responsible for electrical works must hold A-class competence, at least a level 7 electrical engineer qualification, or an equivalent foreign qualification, and have verifiable experience managing electrical works and functional settings at an industrial energy facility. Any registration or local authorisation required in Estonia must be in place before work begins, where required by law. The responsible electrical-design specialist must hold at least a level 7 chartered electrical engineer qualification or equivalent, be entitled to prepare project documentation of the required scope, and have experience designing at least one medium-voltage substation or grid connection and one industrial energy facility. The offer must be unconditional and cover the requirements in the tender documents. It must provide a complete, functioning turnkey solution, with BESS usable capacity of at least 5.16 MWh. The technical offer must include a consolidated manufacturer and model table for main equipment; technical datasheets and certificates for the BESS, PCS, PV inverters and panels, EMS/control system, substation concept and fire-safety solution; a site-specific technical description; a conceptual single-line diagram and system architecture; warranty terms; and maintenance and service arrangements. General brochures without site-specific solution and compliance information are insufficient. Any proposed equivalent must be explained and supported by technical evidence demonstrating at least the required function, performance, reliability, compatibility, safety and intended use. The bidder must submit a fixed total price in euros excluding VAT, covering all equipment, design, surveys, approvals, construction and installation, connections, testing, audits, commissioning, training, documentation, software and licences, warranty obligations, travel and accommodation, and all other costs needed to deliver a fully operational solution. Mandatory works or components may not be left unpriced. Any paid services required to preserve a warranty must be identifiable in the offer and included in the total price for the applicable warranty period. A site visit to the contract location and existing electrical installations is mandatory before submitting an offer. It must be arranged in advance with the contracting authority; the registration request must be sent at least three working days before the requested visit, and the final visit must take place at least seven calendar days before the submission deadline. Attendance is documented by the contracting authority. Joint tenders are permitted; they must identify a lead partner and confirm their cooperation arrangements. Where a member’s experience is relied upon for qualification, that member must perform the contract activities for which its experience is needed. Minimum warranties are 24 months for design and construction, 5 years for PV inverters, 15 years’ product warranty and 30 years’ linear performance warranty for PV panels, 10 years for ground-mount structures, and 5 years for the complete BESS system. BESS coverage must include its functional components and the materials and labour needed to remedy a warranty claim. The bidder must provide warranty terms, operating limitations, throughput/cycle conditions and guaranteed usable capacity. Required paid maintenance, inspections, licences and remote services must be arranged and priced for the relevant warranty period. For a critical fault, technical support or remote diagnostics must begin within 24 hours of notification. The bidder must also state response, site-attendance and spare-parts delivery times and explain how these are secured.
