Purchase of an Autoclave and Fume Cupboards

The bidder must confirm that neither it nor its relevant representatives are subject to applicable exclusion grounds. These include convictions for criminal offences such as participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour or human trafficking; unpaid taxes or social security contributions; insolvency, bankruptcy, liquidation or suspended business activities; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing the procurement where the resulting advantage cannot otherwise be addressed; serious problems with the performance of previous contracts; false or misleading information, failure to provide required information or documents, and attempts to obtain confidential information improperly. The grounds also cover breaches of environmental, social and labour obligations, illegal employment of foreign nationals, relevant tax offences and international sanctions. A tax debt below EUR 100 or payment of the debt under an agreed schedule is addressed by the notice's stated rules. Where applicable, the bidder may provide evidence of measures taken to restore its reliability.

The machine-readable notice does not state separate financial-capacity, turnover, reference-project or general supplier-experience thresholds. The bidder must, however, meet the following compliance and evidence requirements for each lot it bids for: - Submit a completed technical description for the offered equipment and manufacturer documentation showing its compliance with the technical specification. List included accessories and other important components, including software and licences. Documents must be in Estonian or English; otherwise, provide an Estonian translation. The contracting authority's own technical specification cannot be submitted as the bidder's description. - Submit prices using the prescribed structure. For the autoclave, the price schedule must include the equipment price, post-warranty maintenance price and repair price list, and its form, structure and formulas must not be altered. For both lots, follow the specified price-evaluation sheet structure. - Offer a delivery period of no more than six weeks from contract conclusion. - Provide a warranty of at least 12 months for the autoclave and at least 24 months for the fume cupboards. At the bidder's expense, carry out full maintenance during the warranty period at least once, including necessary maintenance and repairs and the required supplies and spare parts. - For the autoclave, undertake to provide maintenance and repair services for 48 months after the warranty period and submit the manufacturer's routine-maintenance description or checklist, maintenance frequency and expected duration. The service team must include at least one specialist in Estonia who speaks and writes Estonian and has the necessary skills, experience and training. Provide a manufacturer-issued certificate or other evidence of the specialist's competence. - For the fume cupboards, the specialist actually performing maintenance and repairs during and after the warranty must be based in Estonia or have an agreement with a maintenance specialist based there. Provide evidence of that specialist's training and competence. - Provide manufacturer-issued evidence of the bidder's official rights to sell and provide after-sales maintenance for the offered equipment in Estonia, and confirm that authorised manufacturer technical support will be available in Estonia. - Confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. For a joint bid, appoint an authorised representative and include the joint bidders' power of attorney. - Confirm compliance with the tender documents; conditional bids are not allowed. Identify and justify any information claimed as a trade secret. Price and specified evaluation-related figures may not be designated as trade secrets.
