Digitisation of Film and Glass Negatives

The tender passport asks the bidder to confirm that neither it nor its relevant managers or representatives are subject to exclusion grounds, including specified criminal convictions within the past five years, such as participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, and child labour or human trafficking offences. Other grounds include unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing the procurement that cannot be remedied; early termination or sanctions under previous contracts; false or misleading information, failure to provide required information or documents, or attempts to obtain confidential information improperly. National grounds also cover enabling unlawful employment of a foreign national, international sanctions, and certain tax offences. The bidder must provide the required declarations and, where applicable, information or evidence about the circumstances and any measures taken to restore its reliability. The bidder must also confirm that it will not use prohibited Russian-linked subcontractors or suppliers for more than 10% of the contract value.

The bidder must be entered in the relevant business register where required by the law of its country of establishment. Its average annual net turnover in the photography digitisation field over the last three financial years completed before the procurement began must be at least EUR 200,000. During the five years before the procurement began, it must have completed at least five separate photography digitisation projects, each worth at least EUR 10,000. For each project, provide the client’s name and contact details, the project value and delivery period, and a description of the work. The bidder must have a set of equipment for digitising film and glass negatives capable of producing results meeting the adapted FADGI 4-star standard, as well as photo post-processing software. Provide a description of the equipment and technology, together with evidence of availability or a written agreement to acquire or use the necessary equipment. The technical offer must include the work methodology, schedule, stages and expected payment schedule; sample files or a reliable electronic link to them; and CVs and experience descriptions for at least the lead digitiser, lead post-processing specialist and project manager. The complete offer must also include the separate prices for film-negative and glass-negative digitisation, bid security, the bidder’s tender passport and relevant supporting evidence, and an authorisation document where the representative’s authority is not evident from the register. Joint bidders must appoint an authorised representative and provide the relevant authorisation.
