Preparation of a feasibility and cost-effectiveness analysis to develop waste-management cooperation among Keila and the municipalities of Kiili, Lääne-Harju, Saue, Saku, Viimsi, Kohila and Harku
Summary
The tender concerns an analysis of opportunities for cooperation on waste management among the city of Keila and the municipalities of Kiili, Lääne-Harju, Saue, Saku, Viimsi, Kohila and Harku. The work must produce a feasibility and cost-effectiveness analysis, develop possible cooperation and governance models, and propose joint action and pricing models and implementation recommendations needed to carry out the waste reform. The tenderer must have properly completed at least three similar contracts during the 36 months preceding publication of the contract notice, with a public-sector body or local authority as each client. The tender must include a team description and CVs using the contracting authority’s unmodified form, plus a work plan and methodology setting out the work stages and schedule. It must also include the participation application with confirmations and contact details, and a price presented in the required structure. Conditional offers are not permitted. Any proposed equivalent solution must be explained and supported with evidence. Joint tenderers must submit an authorisation appointing their representative and are jointly and severally liable for contract performance.
