Purchase of equipment and inventory needed to repair and maintain vehicles and equipment for airport support services

The contracting authority will exclude tenderers subject to the exclusion grounds set out in § 95(1), points 1–5 of Estonia’s Public Procurement Act. Tenderers must confirm that none of these grounds apply. Foreign tenderers must provide the relevant criminal record extract or equivalent document from their country of establishment and, where applicable, a certificate from the competent authority concerning the circumstances in § 95(1), point 4. Tenderers must also confirm that they are not barred from participating under any restriction based on the company’s place of establishment or residence. The specific geographic restriction, if applicable, is set out in the procurement documents.

For Parts 1 and 2, the tenderer’s net turnover from all business activities must be at least EUR 200,000 in each of the three financial years 2022, 2023 and 2024. At the contracting authority’s request, the tenderer must provide extracts from its annual reports or equivalent evidence; foreign tenderers must provide evidence from the competent authority in their country of establishment. If the latest completed year’s figures are not yet publicly available, the tenderer must submit an extract demonstrating compliance. For Parts 1 and 2, the tenderer must have completed at least one contract of equivalent content during the three years preceding the procurement. The contract list must state the contract values, signing dates and details of the other contracting parties, including the customer representative’s telephone number and email address; for public contracts, include the procurement reference numbers. For both parts, the tenderer must have a sales office and warehouse in Estonia. Goods must comply with applicable Estonian laws, regulations, authority requirements and standards; equipment must bear the CE marking, and goods must be supplied with installation and/or user instructions. The tenderer must appoint a contract contact person with Estonian language skills of at least B2 level and provide that person’s name, telephone number and email address before the framework agreement is concluded. The tenderer must provide a web-based product catalogue or an online ordering system at no additional cost to the contracting authority. If an ordering system is offered, it must provide customer-specific passwords, show stock availability or quantities and prices by product group, indicate expected arrival dates for out-of-stock goods, allow orders and delivery addresses to be selected, and send an order confirmation by email. Orders and confirmations sent by email must include the product description, delivery time, delivery location and price. The tender must follow the prescribed price structure and include the relevant shopping basket form for the part concerned. Conditional tenders are not permitted. Where equivalent solutions are offered, the tenderer must explain the equivalence and provide supporting evidence.
