Connection works in the detailed planning area at Kevade, Ardu, Jõelähtme Parish, Harju County (LC3998)

A tenderer will be excluded if the company, or a member of its administrative, management or supervisory body, an authorised representative, procurator or other person with representation or control powers has been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism, money laundering or terrorist financing. Exclusion also applies to enabling the employment of a foreign national staying unlawfully in Estonia or breaching the conditions of a foreign national’s employment, including wage requirements, as well as unlawful child labour or trafficking in human beings. The tenderer must not have outstanding state tax, duty or environmental charge liabilities, or tax or social security payment arrears under the law of its country of establishment. The contracting authority may also exclude a tenderer for a material or repeated breach of a previous public contract, or for submitting false information or failing to submit required information or documents concerning qualification. The tenderer must confirm that none of the mandatory or discretionary exclusion grounds applies. Companies established or resident in the Russian Federation or the Republic of Belarus may not participate in the procurement.

During the 60 months preceding the commencement of the procurement, the tenderer must have properly performed at least three contracts for electrical construction works similar to the subject of this procurement. At least one of those contracts must have had a value of at least EUR 40,000 excluding VAT. The tenderer must submit a list of the contracts, including the performance period, information about the other contracting parties and the contact details of the client’s representative; for public contracts, the reference number must also be provided. At the contracting authority’s request, the tenderer must provide evidence of proper performance, unless the authority can obtain the information itself from public or private databases without significant expense. The tenderer must have an employee with valid switching rights for the 0.22–20 kV electricity network operations required for the works, and that person must be registered in Elektrilevi’s partner portal before tenders are opened. For low-voltage works only, at least low-voltage switching rights are required; in other cases, both low- and medium-voltage switching rights are required. The tenderer must also have a person responsible for the work operation, registered in the partner portal before tenders are opened. The tenderer must have a person managing electrical works who holds valid A-level competence and/or a qualification corresponding to at least level 6 under the Vocational Qualifications Act, possesses the relevant evidence when tenders are submitted, and is registered in Elektrilevi’s partner portal before tenders are opened. The tender must comply with all tender documents; conditional tenders or tenders containing additional conditions are not permitted. The tender must include the prescribed price table with all unit-price fields completed. The tenderer must provide the basis for the signatory’s authority to represent the company, a contact person and, where necessary, a power of attorney. Materials, equipment and goods originating from or produced in Russia or Belarus may not be used in the works; the contracting authority may require certificates of origin as evidence.
