The bidder must confirm that neither the company nor its relevant representatives have final convictions within the applicable period for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the unlawful use of child labour or other forms of human trafficking. The bidder must also have no disqualifying tax or social security payment arrears, must not have enabled the unlawful employment of foreign nationals, and must not be subject to an international or Estonian sanction that would make contract award unlawful. Where permitted, the bidder may provide evidence of remedial measures demonstrating restored reliability. Tax and social security compliance must be confirmed and supporting information or evidence provided when required.

The machine-readable notice does not specify financial turnover, previous experience, staff, qualifications or certification requirements. These must be checked in the official tender documents. The bidder must confirm that the tender complies with all tender-document requirements, submit the equipment details using Form I, follow the prescribed price structure, and provide explanations and evidence of equivalence where applicable. Joint bidders must appoint an authorised representative and submit the relevant power of attorney.
