Compliance requirements
The bidder, its management, administrative or supervisory board members, authorised signatories and other persons with powers of representation must not have been convicted of participation in a criminal organisation, breach of integrity duties, corruption, fraud, terrorism, money laundering, enabling illegal employment, violating the employment conditions of foreign nationals, illegal use of child labour or trafficking-related offences. The bidder must not have outstanding tax, payment or environmental fee debts. The contracting authority may also exclude a bidder for a serious or repeated breach of a previous public contract, termination of a contract, price reduction, compensation payment or contractual penalty, or for submitting false information or failing to provide required documents. The bidder must confirm that no exclusion grounds apply. Companies established or resident in the Russian Federation or the Republic of Belarus may not participate.
Qualification criteria and exclusion grounds
During the 60 months preceding the start of the procurement, the bidder must have properly completed at least three contracts for electrical construction works similar to the subject of this procurement. At least one contract must have had a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts, including the performance period, information about the other contracting parties, the client representative’s telephone number and email address, and the reference numbers for public contracts. At the contracting authority’s request, evidence of proper performance must be provided.
The bidder must have a worker authorised to carry out the required switching operations in a 0.22–20 kV electricity network, registered in Elektrilevi’s partner portal before tenders are opened. For low-voltage works only, at least MP switching rights are required; in other cases, both MP and KP switching rights are required. The bidder must also have a person responsible for the work operation, registered in Elektrilevi’s partner portal, and a person leading the electrical works who holds valid A competence or a qualification of at least level 6 under the Professional Qualifications Act, with the relevant proof valid at the time of tender submission.
The tender must comply with all procurement documents; conditional tenders or tenders containing additional conditions are not permitted. The bidder must submit the price table using the required form, with all unit-price fields completed, information on previous contracts, and confirmation of the signatory’s authority to represent the bidder together with the contact person’s details. If the authority does not arise from the articles of association, a power of attorney must be included. The bidder must identify and justify any trade secrets or confirm that the tender contains none. Materials, equipment, goods and components originating from Russia or Belarus may not be used in the works; the contracting authority may request certificates of origin.
