The bidder must not have outstanding debts for state taxes, payments or environmental charges, or debts for taxes or social security contributions under the legislation of its country of residence. The other exclusion grounds specified in section 6.2 of the competition conditions must also be absent. The bidder must confirm that no such exclusion grounds apply; a foreign bidder must include copies of supporting documents concerning these circumstances with its tender.

The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. To demonstrate compliance, the bidder must confirm that the tender meets the conditions in Annexes 1 and 2 to the invitation documents, submit the completed participation application using Form 1, and submit Form 3 with the 2026 delivery schedule if waste quantities are offered for 2027. If no tender is submitted for 2027, Form 3 must be submitted blank. A foreign bidder must add copies of its waste delivery permits. Form 2 must state the offered waste quantities and the unit prices per tonne for the gate fee and for the gate fee combined with the pollution charge, broken down by year and waste group.
