Compliance requirements

The bidder must confirm that none of the exclusion grounds set out in Section 95(1) of the Estonian Public Procurement Act apply to the bidder, its management or supervisory board members, or its legal or contractual representatives connected with the procurement. These grounds include, among other things, convictions for participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism, money laundering, enabling illegal employment, unlawful use of child labour or human trafficking, as well as outstanding taxes, payments or environmental charges and being subject to an international sanction. The bidder must also confirm that neither its nor its subcontractors’ place of residence or registered office is in the Russian Federation or the Republic of Belarus. In addition, the bidder must confirm that the goods offered are not subject to international sanctions and do not originate from a sanctioned region.

Qualification criteria and exclusion grounds

The machine-readable notice did not specify separate financial or previous-experience qualification criteria. The bidder must submit the required documents with the tender: a technical specification for the products offered, the price submission using the form in Annex 4, and the declarations and bidder details using the form in Annex 6. The technical specification must allow the contracting authority to verify compliance with the procurement requirements; if compliance is not evident, a separate explanation must be included. The furniture must have a warranty of at least two years from delivery, and spare parts or functionally equivalent components must remain available for at least two years after delivery. The tender price must be submitted in the prescribed structure.
