Compliance requirements

The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, or other persons with authority to represent or control it, have been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, unlawful use of child labour or human trafficking offences. The bidder must also have fulfilled its tax and social security payment obligations. For tax debt, the notice states that the tax authority may not issue a certificate where the debt is below EUR 100 or payment has been deferred. The bidder must confirm that no previous public contract was terminated early and that no damages or comparable sanctions were imposed because of a significant or repeated breach. The contracting authority will also check offences relating to enabling an unlawfully staying foreign national to work, international sanctions, and the bidder’s legal right to participate. The bidder must provide the names and personal identification codes of authorised persons who are not shown in the commercial register or an equivalent register, or confirm that no such persons exist. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from a sanctioned region. Where an exclusion ground exists, evidence of remedial measures may be submitted where permitted in the procurement procedure.

Qualification criteria and exclusion grounds

The bidder must have properly completed at least one electrical installation construction project during the 60 months preceding the commencement of the procurement. The tenderer must provide details of that project in the ESPD. At the contracting authority’s request, the bidder must submit a certificate from the client confirming that the electrical installation works were properly completed, together with the contract performance period and the client’s contact details. The contracting authority recommends submitting this certificate with the tender. If the bidder relies on another entity’s technical or professional capacity, it must provide that entity’s details and a separate ESPD. At the contracting authority’s request, the bidder must submit the other entity’s consent, describing the capacity being relied upon and confirming that the entity will participate in contract performance at least to the extent for which its capacity is used. The bidder must submit a fully completed bill of quantities as an MS Excel file. All payment-item prices must be entered in euros to two decimal places, and the predefined items, names, descriptions, parameters, units of measurement or quantities may not be changed or deleted. The tender must include all costs for the works, materials and equipment necessary to complete and hand over the site. The bidder must confirm acceptance of the contract notice and tender documents and confirm attendance at the site visit. The site visit is mandatory and will take place on 29 September 2026 from 10:00 to 11:00; prior registration is mandatory and no more than two people per company may attend.
