The bidder must confirm that neither it nor its representatives or controlling persons have been convicted within the relevant five-year period, or remain subject to a disqualification, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The bidder must also confirm compliance with tax and social security payment obligations. The notice specifies a EUR 0 threshold for tax and social security arrears; under the stated rules, a tax-debt certificate is generally not issued where the debt is below EUR 100 or payment has been deferred. Further exclusion grounds cover breaches of environmental, social and labour-law obligations; bankruptcy, insolvency, liquidation or similar situations; agreements with creditors; assets administered by a liquidator or court; suspended business activity; serious professional misconduct; anti-competitive agreements; conflicts of interest; involvement in preparing the procurement; serious or repeated breaches of previous contracts resulting in early termination, damages or comparable sanctions; false or missing information or failure to provide required documents; and attempts to obtain confidential information or improperly influence the contracting authority. National grounds also concern employing unlawfully staying foreign nationals, international sanctions, and convictions for tax offences. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

The bidder must have properly completed at least two construction contracts during the 60 months preceding the start of the procurement. The contracts must concern building or building-complex reconstruction, restoration or roof construction works, and at least one contract must include work on a built heritage monument or work carried out under heritage-protection special conditions. Only works completed during that period, or accepted parts of an ongoing contract that had been handed over and accepted by the contracting authority by the start of the procurement, will be counted. The bidder must provide the contract details in the European Single Procurement Document, including the procurement reference number for public contracts or, for other contracts, the contracting partner’s name, email and telephone number and the contract period and number. At the contracting authority’s request, the bidder must provide confirmation from the other contracting party that the works were properly completed. The team must include a person responsible for heritage-protection works with a valid competence certificate issued by the National Heritage Board for conservation and restoration of a monument and a building located at a heritage site, together with at least five years of heritage-work experience. The bidder must submit supporting evidence. The site manager must hold at least a level 6 construction engineer professional qualification or equivalent, have at least five years of construction experience, and have acted during the last five years as site manager for construction works involving at least one building or building complex similar to the subject of this tender. Supporting evidence must be submitted. The bidder must confirm compliance with the procurement documents, submit a non-conditional tender, use the required pricing structure, and confirm that the site was visited in advance and the site-visit sheet was signed. If a joint tender is submitted, a power of attorney for the authorised representative must be included. If the tender is submitted by a person who is not a registered authorised board member, a separate power of attorney is required. The bidder must identify and justify any genuine trade secrets; the tender price and other information that may not be classified as a trade secret must remain disclosed.
