The tender concerns applied research to create a knowledge-based foundation for developing and implementing a methodology for data-based risk assessment and hazard forecasting in the fields of activity of the Consumer Protection and Technical Regulatory Authority. Compliance requirements

The bidder and its representatives must not be subject to exclusion grounds, including a final conviction within the last five years, or an ongoing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, illegal use of child labour or other forms of trafficking in human beings. The bidder must not have outstanding taxes or social security contributions. There must also be no violation related to enabling an unlawfully staying foreign national to work in Estonia, and awarding the contract must not breach an international sanction or a sanction imposed by the Government of the Republic. The bidder must answer all exclusion-ground questions in the European Single Procurement Document and provide supporting evidence where required. Where an exclusion ground applies, the contracting authority may consider remedial measures taken to restore the bidder’s reliability when permitted by the procurement rules.

Qualification criteria and exclusion grounds

The bidder must have at least one key expert in data analytics or data science. The expert must hold a doctoral degree, an equivalent qualification, or valid doctoral student status on the tender submission deadline, and must have held a substantively responsible role in at least one research and development project. The tender must include a key expert CV meeting the requirements of Annex 4 and containing all required information; the contracting authority may request additional documents or explanations supporting the information in the CV. The tender must include a sample work meeting the requirements of Annex 2. The bidder must submit a tender in accordance with the tender documents, use the required structure for presenting the price, and submit an unconditional tender. In the case of a joint tender, a power of attorney from the joint tenderers must be included. Any other precise qualification and compliance requirements must be checked in the tender documents.
