Exclusion grounds also cover unpaid taxes or social security contributions, enabling a foreign national without a legal basis to work, and being subject to international sanctions. The notice states that a tax-debt certificate is not issued where the relevant tax debt is below EUR 100 or payment has been deferred; foreign bidders are assessed under the law of their country of establishment. Companies established in Russia or Belarus may not participate. Where applicable, the bidder must provide the required declarations and information about any relevant conviction or breach; the notice also allows evidence of remedial measures to be submitted where permitted.

Qualification criteria and exclusion grounds

The bidder's average annual turnover must be at least EUR 330,000 for the period 1 January 2023 to 31 December 2025. During the 60 months preceding the start of the procurement, the bidder must have properly completed at least two contracts involving the construction, reconstruction or energy-efficiency improvement of wastewater-treatment process, equipment, electrical or automation systems. At least one of the wastewater treatment plants must have a pollution load of 5,000 population equivalent (PE) or more. At least one contract must have included installation or upgrade of a wastewater treatment plant remote monitoring and control system (SCADA). The bidder must describe the works and provide client and reference details. The team must include a project manager who is a level 7 chartered water supply and sewerage engineer, specialised in external water supply and sewerage and construction management, or holds an equivalent qualification from the country of establishment; a design team lead with the same level 7 engineering qualification and specialisation in design management, or an equivalent qualification; and an electrical, automation and SCADA specialist with electrical works competence class B or an equivalent qualification. The project manager and site manager may be the same person if the requirements for both roles are met. Submit the team information using Form 4. If a key person's employer participates as a subcontractor or does not participate in the procurement, provide that employer's confirmation using Form 3. If the bidder intends to use subcontractors directly involved in contract performance, submit Form 5 and written consent to participate from each listed subcontractor. A subcontractor whose references are relied upon to meet the qualification requirements must submit a separate ESPD. Submit the completed unit-price schedule, Part IV. If the bid is signed by someone without signing authority, include authorisation to sign. Joint bidders must appoint an authorised representative and submit the required joint-bidder confirmation. Identify and justify any information claimed as a trade secret. Confirm compliance with the procurement documents; where an equivalent solution is offered, explain and substantiate its equivalence. Provide the required offer notice using Form 1.
