Summary

The procurement concerns cleaning services for technological equipment and facilities at industrial sites, including the removal of contamination and the collection, removal and proper treatment or handover of the resulting waste. Compliance requirements

The bidder must confirm that none of the statutory exclusion grounds apply. The bidder, or a member of its administrative, management or supervisory body, procurist or other authorised representative or controlling person, must not have been convicted of participation in a criminal organisation, breach of the duty of integrity, corruption, fraud, terrorism-related offences, money laundering or terrorist financing. The relevant persons must also not have been convicted of unlawfully enabling an illegally staying foreign national to work or of breaching the conditions for employing a foreign national in Estonia, including paying below the statutory minimum wage, or of unlawful child labour or trafficking-related offences. The bidder must not have outstanding state tax, payment or environmental-charge debts, or tax or social-security contribution debts under the law of its country of establishment. Entering into the contract must not breach an international sanction or a sanction imposed by the Government of the Republic. These grounds apply to all lots.

Qualification criteria and exclusion grounds

The bidder must have a valid waste-sector registration issued by the Environmental Board authorising the transport of waste bearing the waste codes specified in the technical description and its annex. The registration number or numbers must be stated in the bid; the contracting authority will verify them independently in the relevant environmental permits register. During the 36 months preceding the start of the procurement, the bidder and/or its subcontractor must have completed at least one contract with a total value of at least EUR 20,000 excluding VAT. The contract must have involved cleaning technological equipment, facilities, tanks or other technological surfaces at an industrial site, removing contamination, collecting the resulting waste, transporting it away from the site and handing it over to an authorised waste handler or otherwise treating it lawfully. The bidder must submit a list of the relevant contracts, including their dates and the other contracting parties, using Form 1. If the bidder relies on a subcontractor's experience, that subcontractor must be identified so that its exclusion grounds can be checked. The bidder must have the equipment and work tools required by the technical assignment, or agreements enabling the necessary equipment to be acquired or used for contract performance. The bidder must provide a corresponding confirmation and, if requested, evidence of the equipment and technical resources or a written agreement for their acquisition or use. The bid must comply with all tender-document requirements and may not be conditional. The required Form 2 with unit prices and total bid price must be completed, and the total price must be transferred to the designated price schedule. For a joint bid, the bidders must appoint an authorised representative and submit the joint-bidders' authorisation.
