Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must declare whether it or its representatives or governing bodies have relevant convictions, including participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. The grounds also cover unpaid taxes or social security contributions; bankruptcy, insolvency, liquidation, creditor arrangements or suspended business; serious professional misconduct; competition-distorting agreements; conflicts of interest or involvement in preparing the procurement that cannot otherwise be remedied; serious or repeated failures under previous contracts resulting in early termination, damages or comparable sanctions; and false or misleading information, withholding required information or evidence, or improperly obtaining confidential information. Relevant environmental, social or labour law breaches are also covered. National grounds include enabling unlawful employment of foreign nationals, being subject to applicable international sanctions, and convictions for tax offences. Where a ground applies, the bidder may provide information on remedial measures if permitted under the applicable rules. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents or entities established in Russia, are more than 50% directly or indirectly owned by such persons or entities, or act on their behalf or under their direction. The offered goods must not be subject to international sanctions or originate from sanctioned regions. A bid that would make the resulting contract void under the applicable sanctions rules will be rejected.

Qualification criteria and exclusion grounds

For Lot 1 (furniture), the bidder must have properly completed at least one furniture sales contract during the 36 months preceding publication of the contract notice, with a value of at least EUR 80,000 excluding VAT. The furniture must have been delivered, installed and accepted by the customer. For Lot 2 (stage technology), the bidder must have properly completed at least one sales contract for stage technology equipment during the same 36-month period, worth at least EUR 150,000 excluding VAT; the equipment must have been delivered, installed and accepted. For each relevant contract, provide a list with the contract date, value, other contracting party and, where applicable, procurement reference, with enough information for the contracting authority to verify performance. If relying on another entity’s technical or professional capacity, submit that entity’s European Single Procurement Document and, when requested, its consent confirming both the capacity made available and its participation in performing the contract to the extent relied upon. The bid must comply with the tender documents and include the required completed price schedule in the specified format, together with technical information for every offered product or a product-page link sufficient to verify compliance. Explain and provide evidence for any claimed equivalence. Prices must include all costs required to fulfil the procurement, and conditional bids are not permitted. The bid must be signed by a person authorised to represent the bidder; a foreign bidder must provide a document from its country of establishment showing that authority if it cannot otherwise be verified. Joint bidders must appoint an authorised representative and provide a power of attorney. For furniture in Lot 1, all wood must come from legal sources; provide evidence of its origin on delivery, such as an FSC certificate or FLEGT or CITES licence. Declare REACH candidate-list substances present above 0.1% by weight in the product or any component or material, and provide evidence on delivery concerning their presence or absence. Furniture must be capable of being dismantled with hand tools and repaired or have parts replaced by an untrained person; provide dismantling and repair instructions with the furniture. The furniture warranty must be at least two years from handover, cover repair and a replacement product during warranty repairs, and involve no extra charge for ensuring compliance with the contract. Ensure spare parts or functionally equivalent components are available for at least two years after handover. The exact award criteria and their weighting are not stated in the provided document text; check the official tender documents.
