Commissioning of educational publishing and printing services (Institute of the Estonian Language)

The bidder must confirm that neither it nor its relevant representatives are subject to applicable exclusion grounds. These include final convictions within the previous five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or human trafficking; unpaid taxes or social security contributions; breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation, an equivalent situation, creditor arrangements, court or liquidator control of assets, or suspension of business; serious professional misconduct, anti-competitive agreements, an unmanageable conflict of interest, involvement in preparing the procurement, serious or repeated failures under previous contracts, false or omitted information, failure to provide required documents, or attempts to obtain confidential information improperly. National grounds also cover enabling unlawful employment of a foreign national, contracting with a person subject to international sanctions, tax-related criminal convictions, and restrictions on a bidder's country of establishment. The notice states that tax-debt evidence is generally not issued in Estonia where the debt is below EUR 100 or payment has been deferred. Where applicable, the bidder may provide evidence of measures taken to restore its reliability.

For each lot, the bidder must have completed at least one contract during the 36 months before the procurement began for publishing and printing educational or children's literature and/or education-themed literature. The bidder must provide a list describing each contract, its performance dates, and the client's name and/or procurement reference number; if there is no reference number, the client's contact details must be provided. By the start of contract performance, the bidder must have a project manager with at least 12 months of project-management experience in publishing and/or printing during the 48 months before the contract is signed, as well as an Estonian-language editor with at least C1 proficiency, a designer, a typesetter and an artist. Experience information for the project manager and other team members must be provided by the start of performance. The bid must comply with the tender documents, use the required pricing structure, and may not be conditional. If submitting a joint bid, the bidders must appoint an authorised representative and provide a power of attorney. The bidder must identify any claimed trade secrets and explain the designation; bid prices and certain evaluation-related figures may not be classified as trade secrets. The bidder must also confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers covered by the specified Russia-related restrictions, and that subcontractors and suppliers used for performance are established or resident in Estonia, another EU or EEA country, or a country party to the WTO Government Procurement Agreement.
