Reconstruction works for the perimeter fence of Elistvere Animal Park and the bison enclosure

The bidder must confirm that neither the company nor its representatives or controlling persons have relevant final convictions within the last five years, or an ongoing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder must not have outstanding tax or social security payment obligations. The bidder may also be excluded for serious or repeated breaches of previous public contracts resulting in early termination, damages, a price reduction or a contractual penalty. National exclusion grounds include enabling an unlawfully staying foreign national to work, breaches concerning the applicable remuneration requirements, and being subject to an international sanction that would make the contract unlawful. Where applicable, the bidder must provide information about the conviction, exclusion period, corrective measures and supporting evidence. The bidder must also comply with the subcontractor restrictions applicable to excluded subcontractors and sanctions, including the restriction on using Russian-related subcontractors or suppliers for more than 10% of the contract value where the stated sanction conditions apply.

The bidder’s net turnover in the last financial year completed before the start of the procurement must have been at least EUR 80,000 excluding VAT. The bidder must provide details of the responsible person for the works who will be involved throughout the contract period, including their name and professional certificate number. This person must hold at least a level 5 Construction Works Manager, level 6 Construction Manager, or level 6 Construction Engineer qualification, or an equivalent or higher qualification. Equivalence must be demonstrated with documents proving the required competence. For qualifications issued outside Estonia, the bidder must provide a copy of the relevant licence or professional certificate, or other proof that the person is entitled to perform the relevant work under the laws of their country of residence. The bidder must submit a compliant bid, explain and document any claimed equivalence, and provide the required confirmations regarding site attendance, joint tender authorisation, business secrets, subcontractors and sanctions.
