The machine-readable notice does not set out separate exclusion grounds or qualification requirements. The bidder must confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian citizens, residents or companies established in Russia, entities directly or indirectly more than 50% owned by such persons or entities, or representatives of or persons acting under the instructions of such persons or entities. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate from a region under sanctions. A tender may be rejected if these requirements are not met or if the resulting contract would be void under the applicable sanctions legislation.

The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not permitted. The tender price must be submitted in the structure specified on the sheet for award criteria and priced items. If an equivalent product, solution, standard, label or other technical basis is offered, the equivalence must be explained in the tender and supporting evidence must be provided where necessary. The bidder must also comply with the requirements in the technical brief and specification for the procurement and installation of inverters and energy storage systems.
