Specialist Medical Care Service (Supplementary Procurement: General Surgery, Põlva County)

The contracting authority will exclude a bidder or joint tenderer if any mandatory exclusion ground under § 95(1) of the Estonian Public Procurement Act applies. The authority may also exclude a bidder or joint tenderer where a ground under § 95(4) applies. By submitting a bid, the bidder must confirm that these exclusion grounds do not apply. Before contract award, the contracting authority will verify the absence of the mandatory grounds using supporting evidence. The bidder must also confirm that it will not use, for more than 10% of the contract value, subcontractors or suppliers who are Russian citizens, residents or entities established in the Russian Federation, entities more than 50% directly or indirectly owned by such persons or entities, or representatives or instructed persons of such entities. A bid may be rejected if the resulting contract would be void under the applicable sanctions legislation.

The bidder, including every member of a joint tender, must hold a valid activity licence on the bid submission date for providing outpatient general surgery services at the locations where the services will be delivered. The licence number or numbers must be stated in the bid form, and the bidder must confirm that the services will be provided in the premises covered by the licence. The bidder’s net turnover from healthcare services in 2025 must be at least EUR 96,789. This threshold is calculated for one full-time outpatient physician and increases proportionally according to the number and workload of physicians proposed. The bidder must state its 2025 healthcare-services net turnover. During the 12 months preceding the date on which the procurement decision was made, the bidder must have provided outpatient general surgery services on at least 50 occasions. The bidder must confirm this experience; it may be verified using the Health Insurance Fund’s data or medical records submitted to the health information system. For specialties where electronic consultations through the health information system are required by law, the bidder must either have provided electronic consultations in the relevant specialty during the preceding 12 calendar months or be ready to provide them by the bid submission deadline. This condition does not apply to procurements for haemodialysis, infertility treatment or preventive services. The bid must include the completed Bid Form (Annex 3), doctors’ confirmation (Annex 3.1), healthcare institution’s confirmation (Annex 3.2) and any other documents required in the bid form. An application for additional services (Annex 3.3) may be submitted voluntarily. Joint bidders must appoint an authorised representative and include the relevant power of attorney.
