Consultancy service for the project “Construction of a neutralisation unit for excess water from the Eesti Power Plant ash field”

The bidder must confirm that neither the bidder, its administrative, management or supervisory board members, procurists, nor persons authorised to represent, decide for or control the bidder are subject to the exclusion grounds under Section 95(1), points 1–5 of the Estonian Public Procurement Act. The grounds include, among other things, convictions for participation in a criminal organisation, corruption, fraud, terrorism, money laundering or terrorist financing; enabling an unlawfully resident foreign national to work or violating the conditions for a foreign national’s employment in Estonia, including paying less than the required wage; illegal use of child labour or trafficking in human beings; outstanding national tax, payment or environmental charge debts, or tax and social security payment arrears; and the conclusion of the contract in breach of international or Estonian sanctions.

The bidder and/or its subcontractor must have at least one qualified specialist responsible for carrying out the work and intended to be used for performing the contract. The specialist must hold at least one of the following qualifications: a master’s-level chemical engineering qualification in organic chemistry; a master’s-level environmental engineering qualification in water treatment or water preparation; or an authorised water supply and sewerage engineer qualification at least at level 8. An equivalent or higher qualification is acceptable. A copy of the document proving the responsible person’s qualification and competence must be submitted. If a foreign bidder does not possess documents issued under the regulations applicable in Estonia, it must submit copies of qualification and competence documents issued under the law of its country of establishment and confirm that it will submit confirmation issued by the Estonian Consumer Protection and Technical Regulatory Authority within one month after signing the contract. The consultant must have experience on at least two sites in designing or reconstructing preliminary, main and/or tertiary wastewater-treatment equipment and in developing wastewater-treatment technology. These sites must have been successfully completed and commissioned within the last 60 months and must concern companies involved in the production, processing or manufacture of pulp and paper, food products, fish products or petrochemical products, and their wastewater-treatment projects. In addition, the consultant must have experience on at least one site, successfully completed and commissioned within the last 60 months, in designing or reconstructing technology or equipment for neutralising highly mineralised alkaline water. For both experience requirements, a site-specific overview must be submitted, including information about the site, the client and the scope of work. In the case of a joint tender, a power of attorney from the joint tenderers must be submitted. The tender must identify any information claimed as a trade secret and explain the justification, or state that it contains no trade secrets; the tender price and numerical figures related to the award criteria may not be classified as trade secrets. The tender must comply with all procurement document requirements, and conditional tenders are not permitted. A completed price form must be submitted and the total price transferred to the award criteria form.
