Snow-clearing works during the 2026/2027 winter period

The bidder must confirm that the company, its management or supervisory board members, procurist, or authorised representatives have not received a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, illegal use of child labour, or human trafficking. The company must also have no outstanding taxes or social security contributions; the applicable threshold for tax debt is EUR 0, subject to the statutory exception for tax debt below EUR 100 or debt that has been deferred. The bidder must confirm that it has not enabled an unlawfully staying foreign national to work or breached the conditions for employing a foreign national in Estonia, and that concluding the contract would not breach an international or Estonian sanction. Any relevant breach must be explained and supported with the required evidence; where permitted, the bidder may also describe measures taken to restore its reliability.

The machine-readable procurement passport does not specify concrete requirements for turnover, previous experience, professional certificates, or team qualifications. Under the compliance requirements, the bidder must submit a copy of the technical registration document for the maintenance vehicle used for each lot. The snow-clearing equipment must have an engine with a power of at least 55 kW and a metal-bladed snowplough at least 2.5 metres wide; the bidder must confirm this. A single vehicle may be used for a tender for only one lot. Tenders may be submitted for up to five lots, while a contract may be awarded to one bidder for a maximum of one lot. The tender must be digitally signed by the bidder’s legal representative or an authorised person; if signed by an authorised person, a power of attorney must be included. In a joint tender, the joint bidders’ power of attorney must be submitted. The tender must comply with all procurement document requirements, remain binding for at least 60 days, and its price must include all activities and costs related to performing the contract. Special-purpose diesel fuel may not be used for road maintenance works. The tender price and numerical figures corresponding to the service award criteria may not be designated as trade secrets.
