Summary

The procurement concerns the provision of special-route school transport in Türi municipality during the 2026/2027 school year. The contractor must transport pupils to and from Türi municipality general education schools on the routes specified in Annex 1, for approximately 175 school days. Service is not provided during school holidays established by Türi Rural Municipality Government or the Minister of Education and Research, or on public holidays. Compliance requirements

The bidder must confirm that neither the company nor its management, supervisory body members, authorised representatives or other persons able to represent or control it have been finally convicted within the relevant five-year period, or remain subject to an exclusion obligation, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The bidder must also not have outstanding tax or social security payment obligations, unless the obligations have been paid or a binding payment arrangement has been made, including applicable interest and late-payment charges. The exclusion grounds also cover breaches of environmental, social and labour-law obligations; bankruptcy, insolvency, liquidation or similar proceedings; an agreement with creditors; assets administered by a liquidator or court; suspended business activities; serious professional misconduct; agreements intended to distort competition; an unavoidable conflict of interest; involvement in preparing this procurement that created an advantage; significant or repeated failures in earlier public contracts resulting in early termination, damages or comparable sanctions; and false or misleading information, failure to provide required information or documents, or attempts to obtain confidential information or improperly influence the contracting authority. National exclusion grounds additionally concern enabling an unlawfully staying foreign national to work, contracting with a person subject to an international sanction, and, as a voluntary ground, convictions for tax offences. The bidder must provide the required confirmations and, where relevant, details and evidence concerning the circumstances and any measures taken to restore reliability.

Qualification criteria and exclusion grounds

The bidder must hold a valid passenger transport operating licence required by law for providing the service. This requirement applies to all five lots: Türi area; Põikva–Kõltsi–Türi and Türi–Tori area; Oisu area; Kabala area; and Väätsa area. The bidder must have completed at least two relevant service contracts during the 36 months preceding the start of the procurement. For each reference, the bidder must provide a description, total value and the value attributable to the bidder, the performance period, the contracting authority and contact details, and information enabling the reference to be verified.
