Compliance requirements
The bidder must confirm that neither the bidder nor persons with management, representation or control authority have received a final conviction within the last five years for participation in a criminal organisation, corruption, fraud, terrorism, money laundering or terrorist financing, or offences involving child labour or human trafficking. The bidder must also have no tax or social security payment arrears and must not have breached applicable environmental, social or labour law obligations.
The exclusion grounds also cover bankruptcy, liquidation or other insolvency, arrangements with creditors, suspended business activities, assets managed by a liquidator or court, serious professional misconduct, agreements restricting competition, conflicts of interest, involvement in preparing the procurement, material breaches of previous public contracts, and the submission of false information or failure to provide required documents. The contracting authority will also check unlawful employment of foreign nationals, international sanctions issues and tax offences. Where relevant, the bidder must provide explanations, evidence and a description of measures taken to restore reliability.
Qualification criteria and exclusion grounds
The bidder’s annual turnover in the field covered by the framework agreement must have been at least EUR 450,000 in each of the last three financial years completed before the commencement of the last three procurements. The relevant turnover information must be provided in the ESPD.
During the 36 months preceding the commencement of the procurement, the bidder must have properly performed at least three contracts for server resource management services. For each reference contract, the bidder must provide the contract start and end dates, value, and the name and contact details of the customer. The required total value of the reference contracts is EUR 200,000 excluding VAT. A contract may still be ongoing if at least EUR 200,000 of work had been completed by the commencement of the procurement.
The bidder must apply information security management principles compliant with E-ITS, ISO/IEC 27001 or an equivalent framework. Compliance must be demonstrated by a certificate, audit report or other suitable evidence.
For contract performance, the bidder must nominate one person for each of the following roles and provide CVs and the required certificates: technical administrator, project manager, account manager, database administrator, platform services administrator, cloud services architect, and data communications and computer networks administrator. The submitted information must enable verification of each person’s compliance, and the bidder must have each person’s written consent for processing personal data and participating in the procurement.
The technical administrator must have at least secondary education, at least 24 months of systems administration experience, Estonian language skills sufficient for technical communication, and a suitable vendor certificate or equivalent competence for administering the relevant server and virtualisation platforms. The project manager must have at least higher education, at least 36 months of IT project management experience, good Estonian language skills and an ITIL Foundation certificate. The account manager must have at least higher education, at least 36 months of account management experience, very good Estonian language skills and an ITIL Foundation certificate.
The database administrator must have at least secondary education, at least 24 months of experience administering PostgreSQL and Microsoft SQL Server databases, Estonian language skills sufficient for technical communication, and a relevant certificate or equivalent demonstrated competence. The platform services administrator must have at least secondary education, at least 24 months of platform services administration experience, the required Estonian language skills and a relevant certificate or equivalent competence. The cloud services architect must have at least secondary education, at least 36 months of cloud services architecture experience, the required Estonian language skills and a Microsoft Certified: Azure Solutions Architect Expert certificate or equivalent competence. The data communications and computer networks administrator must have at least secondary education, at least 24 months of experience in the required field, the required Estonian language skills and a professional-level enterprise data communications or network security certificate or equivalent competence. The tender must include the bidder’s service management and product support conditions, details of the contract signatory and contract performance contact person, and, in the case of a joint tender, a power of attorney. Conditional tenders are not permitted. The bidder must confirm acceptance of the tender document conditions, 90-day tender validity, the use of equivalent solutions and supporting evidence where applicable, and compliance with the sanctions requirements.
