Compliance requirements

The bidder must declare whether it or relevant representatives have applicable convictions, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour and human trafficking. Other grounds include unpaid taxes or social security contributions; breaches of social or labour obligations; an unmanageable conflict of interest; involvement in preparing this procurement that creates an unmanageable competitive advantage; serious or repeated breaches of previous contracts resulting in early termination, damages or comparable sanctions; false or misleading information, failure to provide required information or documents, or improper attempts to influence the procurement or obtain confidential information. Qualification criteria and exclusion grounds

The bidder must provide a coach-trainer who will design and deliver the training and all coaching sessions. During the 60 months before publication of the procurement, this person must have delivered at least 16 academic hours of similar management development training, including at least 12 academic hours of in-person teaching, and must have developed or implemented at least one competency model. Similar training must be based on learning outcomes and address at least two of the specified management, team or organisational culture, staff development, coaching, competency-model implementation, change-management or self-development topics. The coach training must meet international standards defined by the ICF, EMCC, ESCÜ or a comparable organisation. Submit the person’s sufficiently detailed CV using the prescribed form and evidence of coach training; the CV must also include the person’s consent to being named as a team member and readiness to perform the contract. Submit a training plan using the prescribed form, taking account of the technical description and explaining realistically how the client’s objectives will be achieved. The plan and the coach-trainer’s specific experience will be evaluated. The price must follow the structure specified in the pricing sheet. The offer must confirm compliance with all procurement-document requirements and must not be conditional. Joint bidders must appoint an authorised representative and submit the relevant authorisation. The bidder must identify and justify any information claimed as a trade secret, subject to the stated restrictions. The bidder must also provide details of authorised persons not identifiable from the commercial register, or confirm that there are none, and undertake to favour environmentally responsible working methods during contract performance.
